Waters here is metaphor for problems. The Psalmist is only saying that the voice of God can conquer all problems, no matter how numerous they are.

I believe the joyful sound is that which is coming from the mouth of God.

It is in the Spirit that we receive the patterns of God for our lives.

God commanded Noah to build an ark before the flood. He did not leave anything to chance, but gave him details of height, length, and breadth of the ark.

Included in the glorious heritage that God reserved for man is authority.

Two things are rolled into this verse as constituting the heritage of man; that is, glory and honour.

The glory of God is often associated with the manifestation of His power either to punish evil or to reward the good.
